Mission

Citizenship and Social Development (CSD) aims to help students build a solid knowledge foundation through the exploration of issues related to Hong Kong, our nation, and the contemporary world. Our goals are to enable students to:

Develop a sense of national identity: Gain a correct understanding of the nation’s history, current development, and the constitutional order established under the Constitution and the Basic Law.
Strengthen awareness of the rule of law: Understand that safeguarding national security is a shared responsibility of the Hong Kong Special Administrative Region, and cultivate respect for the spirit of the rule of law.
Broaden global perspectives: Explore global issues, understand the interdependence among Hong Kong, our nation, and the world, and nurture respect for cultural diversity.

Curriculum Goal

Senior Forms	Master core knowledge: Deepen understanding of Hong Kong under “One Country, Two Systems”, the nation’s development since Reform and Opening-up, and the interconnected world of today. Enhance analytical skills: Develop students’ ability to think from multiple perspectives and distinguish facts from opinions through the study of diverse sources such as government publications, news reports, and statistical data. Promote Mainland study experiences: Organize study tours to the Mainland for students to observe the nation’s latest developments and cultural heritage firsthand, transforming classroom learning into meaningful personal insights. Implement national security education: Integrate elements of national security learning naturally into the curriculum to help students understand its close relevance to everyday life.

Curriculum Highlights

Diverse Learning Experiences
With reference to DSE past papers (e.g. the 2024 and 2025 question papers), the subject emphasizes students’ data-handling skills. Students are trained to extract evidence from charts, cartoons, and written sources, and to analyze information through reasoning and understanding rather than rote memorization.
Mainland Study Tours and Project Studies
Study tours form an essential part of the curriculum. After each visit, students have to complete a project report, which not only documents their learning experience but also provides an opportunity for personal reflection and evaluation of the nation’s development.
Information and Artificial Intelligence Literacy
In response to rapid technological advancement, students are guided to make use of information and AI tools responsibly. The curriculum emphasizes the identification of “fake news,” the understanding of the role of AI in national development (such as technological security), and the cultivation of ethical awareness in technology use so as to meet the challenges of the big data era.
